The Toffees boss announced at a press conference on Wednesday afternoon that the 27-year-old Iceland international has passed his medical.
“I have seen the doctor and there is no problem,” said Koeman.
“Still he needs to sign, but I saw him in the Blue!”
Sigurdsson’s proposed switch has dragged on for most of the summer with Swansea initially valuing their star man at £50million.
But Everton are finally set to secure their number one target to take their summer spending to over £140million.
“We worked a long time to get this deal in, he was one of the key players to bring in,” added Koeman.
“We need players who will bring productivity to the team.
“We lost Romelu Lukaku and we lost 25 goals, we need more players than one to get that number of goals. He is that type of player with that productivity.
“He knows the Premier League, he had a good season at Swansea and in his position he is one of the best in the Premier League.”
